Jolene Rasmussen is the Chief Strategy Officer for the Texas Council of Community Centers. The Texas Council supports the 39 Community Mental Health Centers in Texas, covering all 254 counties. Ms. Rasmussen is an epidemiologist with extensive experience in behavioral and physical health both at the national and state level. Ms. Rasmussen has addressed strategies and challenges specific to data collection, analyses and quality improvement initiatives for State Medicaid Agencies and Managed Care Organizations. As part of an External Quality Review Organization, Ms. Rasmussen worked with 17 State Medicaid Agencies evaluating managed care organizations’ performance measures, performance improvement projects and pay-for-performance initiatives. As the Chief Strategy Officer for the Texas Council of Community Centers, Ms. Rasmussen provides leadership and direction to the Texas Council members for initiatives and activities such as the CCBHC Texas Statewide Initiative, 1115 Medicaid Waiver DSRIP, alternate payment models, operational logistics and quality reporting.
