Description

There is broad agreement that individuals’ priorities and health goals should guide their care. However, existing quality measures do not effectively evaluate what matters most to individuals, particularly adults with complex care needs. Existing outcome measures used (or proposed for use) in value-based payment programs such as Merit-based Incentive Payment System (MIPS), Medicare Shared Savings or Medicare Advantage tend to focus on either disease-specific, intermediate outcomes (such as controlling blood pressure) or utilization-based outcomes (such as reducing hospitalizations). The person-centered outcomes (PCO) measures overcome the limitations of existing clinically focused outcome measures by individualizing measurement based on what people identify as most important. NCQA has received feedback that this measure can be a good replacement for existing process measures and can be used in a variety of settings. Quality measures created on such approaches have the potential to fill a critical gap in accountability for whole-person care.
